The District of Columbia Department on Disability Services (DDS), Developmental
Disabilities Administration, in its continued effort to achieve its core commitments
to persons with disability, provides comprehensive services in the most integrated setting
appropriate to their needs and by promoting choice and innovation in the manner in which
services are delivered. DSS will provide support services to persons with developmental
disability, their families and their support networks. At the heart of DDS is the
understanding that individuals and families have hopes and dreams like everyone else
and DDS is committed to help them achieve those dreams.
DDS recognizes that community is the catalyst for change. Individuals, families,
support networks, service providers and the broader community all play a vital role
in helping people to enjoy full citizenship in the community they live. DDS is also
committed to the following core set of seven critical outcomes for the persons we serve:

| Individuals and their families experience full citizenship through meaningful inclusion and participation in their community. |
| Individuals and families take a lead role in the planning of supports and services that address the unique needs, abilities and preferences of each individual. |
| Individuals and families make key decisions about their everyday lives and futures and the services and support they receive. |
| Individual and families have easy access to appropriate and timely services, supports and technology that meet their needs and promote increased independent living, self determination, self sufficiency and valued participation in the community. |
| Individuals’ and families’ needs are responded to and met through flexible, innovative and creative supports and services. |
| Individuals receive medically necessary and appropriate health, dental and mental health care in a timely manner. |
| Individuals lead lives that are safe, secure and free of fear. |
Individuals may choose to live in their own homes or with family in a
supported living arrangement, all of which emphasize individual choice. Residential options
also include congregate care in which services are provided through a licensed group home or
DDS certified supported living arrangement.
